Introduction

MASNET is a financial network operated by the Monetary Authority of Singapore. Launched in 1991 in accordance with the Governments IT2000 plan, MASNET provides the financial sector in Singapore with a single communications network to improve workflow collaboration and coordination.

Today, MASNET has grown into a communication hub, facilitating the submission of MAS returns; data exchange between organisations consisting of banks and financial institutions, the Singapore Exchange (SGX) and government agencies. It also supports the direct crediting of share dividends into shareholders' bank accounts; workflow applications such as the Currency system; and providing information services such as the SGS Market Prices for MLA and the Directory of Financial Institutions.

Summary of MASNET Services

The online financial information and services accessible through web
browsers are :-
  • Singapore Government Securities (SGS) market prices are for valuing SGS portfolios held to meet the minimum liquid assets requirement.
  • Interest compensation on interbank failed payments - ABS K2 & K3 Rate
  • General Insurance Industry Loss Development Statistics
  • Electronic submission of statutory returns to MAS
    Operating hours of Electronic Returns Services : Monday - Saturday, 6am - 12 midnight.
Other services which are currently accessible through Lotus Notes clients are :-
  • Electronic mail
  • Electronic submission of statutory returns to MAS
  • Online inspection of insurance companies' annual returns
  • Currency system which allows the banks to notify MAS  electronically of cash deposits and withdrawals

MASNET Charges

The following charges and fees are applicable to financial institutions subscribing to MASNET :-

Monthly Subscription
$15 per subscriber. $5 for each additional user identification (except that where the Subscriber subscribes for more than one (1) user identification, the user identification assigned to the Subscriber's liaison officer will not be subject to the monthly subscription charge).

Connect Time
8¢ per minute or any part thereof.

Transmission
6¢ per Kbyte or any part thereof.

Storage
$3 per month for the first 3 Megabytes of storage.
Additional storage at 16¢ per Mbyte per day.

Port charge on leased line
Mainframe/Host
  • Synchronous - Dedicated Lines
    up to 9600 bps $250 per month (per line) or part thereof
    more than 9600 bps but
    not exceeding 19.2 Kbps
    $500 per month (per line) or part thereof
    more than 19.2 Kbps but
    not exceeding 64 Kbps
    $1,300 per month (per line) or part thereof
    more than 64 Kbps but
    not exceeding 256 Kbps
    $2,500 per month (per line) or part thereof
Local Area Network (LAN)
Dedicated router port charge for LAN-to-LAN connection up to 64 Kbps $500 per month
Dedicated router port charge for LAN-to-LAN connection up to 128 Kbps $640 per month
Dedicated router port charge for LAN-to-LAN connection up to 256 Kbps $760 per month
Dedicated router port charge for LAN-to-LAN connection up to 512 Kbps $880 per month
Dedicated router port charge for LAN-to-LAN connection up to 2 Mbps $1,270 per month

Investline
Online Initial Public Offer Applications to the Central Provident Fund Board - 17¢ per transmission

Batch Data Transfer
Peak Hours
3¢ per Kbyte or any part thereof

Off-Peak Hours (Aggregate Transmission)
Volume of not more than 30MB received by MAS during off-peak hours - 1.2¢ per Kbyte or any part thereof

Volume of more than or equal to 30MB received by MAS during off-peak hours - 0.6¢ per Kbyte or any part thereof

"Peak hours" means the time period from 8.30 am to 6.00 pm according to the MASNET system clock.

"Off-Peak Hours" means the time periods from 12.00 midnight to 8.29 am and from 6.01 pm to 11.59 pm, according to the MASNET system clock.
